How many adults should assist 16 primary school children......?

I work lunchtimes at a primary school and theere is 1 adult assisting each class and about 16 children in each class.
I personally feel that 1 adult to 16 kids is not enough.

Yes, it is not enough. Here in Australia, there is at least 1 teacher to 10 students.

You have a pretty low ratio.
When I was going to elementary school, there were typically three adults supervising 300 kids at lunchtime. The rest of the adults were off eating lunch themselves.

Los Angeles Unified School District, in case you were wondering.

That all depends on the situation. In the class room I was the teacher with a maximum of 21 children. They prefer 19 kids per class but my class numbers went to 21 without a teachers aide. Only Kinder teachers and preschool as well as SPED teachers were given teachers aides for help.

The recess and yard duty was done in rotation, always teachers aides out there at recess as well as one teacher from each grade level.

On field trips there are laws outside of school, something like 1 adult for every 7 children. 1 adult to 16 kids in a class is a low ratio and that would be any tearvhers dream. That wouldn't be a low ratio for a teacher.

In the UK the ratio in state schools is 1 to 30. 1 to 16 would be unbelievable luxury - my 10 year old son goes to a top private school and has 1 teacher for his class of 19.
