This very much depends on personal usage, which utility Company you go with and how frugal you want to be,

BUT I will give you mine.
I use heavy curtains in winter, use a duel fuel tariff from EDF so get a discount on gas, use energy efficient light bulbs, turn off lights when not needed or in use. Only have heating on when it's too cold to live comfortably (ie I do NOT walk around the house in summer clothing and expect to have low cost gas bills for heating! I dress appropriate for the weather and wear slippers and a dressing gown!)
I also give in monthly readings so that they do not Estimate my bill! (they will always charge you more!)

Gas £10 a month in summer and £20 in winter
Water £15 a month non metre.
Elec £20 -£30 a month on pay as you go metre
TV licence £12 a month
(don't forget council tax either! add on another £100 for that every month - depending on what area your in of course)

NONE of the above are on direct debit because if they want to put your monthly charge up they can do and take it from your direct debit.
I am on payment cards and pay the set amount on a set date each month at any of the pay points in the supermarkets or local shops.

We are also a couple in a small 2 bed flat above a shop and are very elec heavy due to elec cooker and lots of computers etc etc so yours may vary!
Hope that helps!

EDIT: Yes there are new energy ratings for rentals - bit like on fridges BUT it's also down to personal useage. for our flat, it rated bottom because of NO double glazing YET I have kept my gas for heating down to £20 a month Because of being proactive in terms of saving money on heating useage and costs! So although it's a guide, it IS also down to the person IN the property as well.
