Poplar is to the East of Whitechapel..
You can get a tube from Whitechapel to Bow Road and from there walk to the Bow Docklands Light Railway station (Bow Church I think) and then it's three or four stops to Poplar.
Each train ride (tube then DLR) is short, about five minutes or so, and the walk from station to station in between takes about five minutes too.

I used to live in Whitechapel and I have some shelves from the old Poplar library.. I made this very same journey myself not so very long ago..
I also had to attend a really unpleasant death hearing at Poplar coroners court once whilst an intern at the rubbish East London Advertiser newspaper.. It was very sad. A heroin addict dying in his flat and no one missed him for a couple of months.. And his cats had no food. I actually felt sorrier for the cats but they wouldn't allow that to be printed (
