British expat communities like Southern Spain, France, Australia, Caribbean etc. Where the Brits go does the youth crime problem, and problems like ambulances being too busy dealing with binge drinkers who can't take their drink and end up lying in the gutter with their knickers down, to deal with genuine accidents and illnesses...follow them?

No, because they have no money to move abroad they spend it all on binge drinking.
