Greater London is its ceremonial county
Middlesex (although impotent) is its tradition count.

However, it sounds to me that you're stuck with what county to put in with an online form.

I've tackled a similar question with Walthamstow

Just put London in the town field
and select London or Greater London in the county field

It comes under Greater London but a lot of older people will still address it by it's old defunct county of Middlesex.
