Northern Ireland is part of the UK, its the same as if your friend lived in Scotland there will be no extra charges.

Northern Ireland is UK, so you will be charged the same as in England.

    edit
Nigel M - The international code for Republic of Ireland is +353
and for Northern Ireland it is +4428, but if you are phoning a landline from UK, the code is 028 without any international prefix as it is a UK number. For mobile phones, just dial as you would in UK.
You may be thinking of the prefix 048 which we use for dialling Northern Ireland from Republic of Ireland . We do not have to use the international code first (like we do for mainland UK).

You need to ring the network you're interested in to discuss their charges or check their website but Northern Ireland is part of the UK so it shouldn't be an issue.

I am sorry to say that Ireland be it ROI or Northern are classed by the phone operators as Europe. They have a different dialing code +353.

You can get International bundles from most UK Networks which give better value for talk and text.

    Your cheapest option is Skype.

Sorry to be the bearer of bad news.

Please ignore the answers from NIGEL, he is incorrect.
The same charges will apply to texting your friend in N, Ireland as if you were texting your friend in England.
A problem may occur if your N. Ireland friend crosses into the Republic of Ireland and you text them. You will possibily be charged on these texts.

If you and your friend download Skype from the link below and each buy a computer headset with microphone, you can get one at Argos they start at £5.88, then you can talk via this software for free, I have been using it for years and keep up with friends and family throughout the world who have this software installed and a headset and for absolutely no cost.
