How do you operate a rule of thirds on a Canon camera?

The same way you do on any other camera.
This is a "rule" of composition - not a facility of the camera.

Your camera probably focuses in or near the center. Focus, hold the shutter button, and shift slightly so that your center of interest is a bit off center. When you have shots with a horizon, try to put them up or down a bit, instead of dead center.
