Because Wales didn't have it's own league until about 1993. Even when this was started, some clubs (currently Cardiff, Colwyn Bay, Merthyr, Newport, Swansea and Wrexham) opted to remain in the English league system. Conversely, an English-based club (TNS, from Oswestry) play in the League of Wales.
