Thinking of moving to England or France need your help?

I'm from New York and just got through watching Michael Moore's Sicko. I've been interested in moving to England or France for quite sometime if you could give me some pros and cons that would be greatly appreciated. A little about me:

I'm 19 and will be 20 in August
I speak french pretty okay
I couldn't go to school this year cause I owe money on my tuition ( so I plan on paying that off first)

Questions I have:

How much would I have to make to live comfortably as a student
How long would I need to live there to recieve the benefits of a citizen of either country as far as school
&
What are some good schools to look into.

Well it's not a simple question. I lived most of my life in the UK, but have lived in France for past 15 years. France is more expensive, but definitely a better quality of life, unless you love grey skies and rain, in which case the UK definitely scores 10/10.

As a student I doubt you could live for much less than the current UK single state pension which is around $220 / week.
