Brother-in-law is your sister's husband who is no way related to you by blood so your brother-in-law's sister's daughter is totally find! you are no way related to her.
Brother-in-law can also be a man's wife brother. which is not relevant to this situation.

Yes men can marry the daughter of the sister of their brother-in-laws.
A brother-in-law is either the brother of your wife/husband, or the husband of your sister (or brother in some cases).
As there is no blood tie in either cases, it is perfectly acceptable to marry. Though sometimes it may cause family tension.
