My mail from UK supposed to be sent to MALAYSIA but inbound international arrival ISC NEW YORK (USPS)?

Can somebody explain to me what are happening to this mail? its been more than 25days in ISC NEW YORK USPS?. because i know the time for USPS are 21 working days for the mail to be declare missing,and this mail are posted by Royal Mail AIRSURE from UK,and for Royal Mail 25 working days if i didn't receive the mail and its will be consider LOST. Is this the way international mail works,ignoring what belong to others? Just stealt everything we paid for? Here this mail are more then 21 and 25 days late. What can i do? When will this mail be posted to me? Can somebody help here.

It's being routed. It's not a problem.
Planes can only fly so far without needing to refuel.

if it was routed how come take to many day. Its pass the term and cond day for both USPS/Royal Mail to declare the mail are LOST. I know the mailing system,because i work at the POST office in my country,but i don't understand what happen here. Inbound international arrival.
