What is it that you're comparing with? In E. Asia Vietnam is probably one but taken the whole of Asia and Africa into consideration, then it's not that low on the chart, at least, many countries in Central and West Asia are far worst than Vietnam economically, Afghan, Bangledash, Laos, Myanmar are just a few of the examples.
