It sounds like you're planning to come as an independent traveller, like someone might go to India or Sri Lanka. The problem is, here in Maldives, it is very different.
You will need to pre-book all your hotels & transfers, otherwise it is very expensive. The cheapest & best way is through a travel agent - you are unlikely to get a good deal by dealing direct with the hotels.
Also, travel between islands is very difficult - the ferry services run from the capital of Malé, and service the local islands not the hotels. The hotels will have their own transfers to & from the airport.
If you arrived at the airport, and wanted to go to an island, it would cost $100's of dollars to hire a launch just for an hour. You cannot just arrive on an island unannounced - you need permission from the hotels themselves, or from various government depts.

Hope that helps. Sorry it's maybe not what you are wanting to hear. If you are keen on coming, the very best way is to pre-book a holiday, staying at a few hotels, or maybe on a safari boat. Then you can arrange transport from the hotel or the boat.
