It's very easy to travel between Verona and Venice on the train. I live about an hour south of Verona and do this frequently. Hotel prices vary a lot depending on exactly when you're here. Right now is the peak of the tourist season and prices are pretty high. You didn't actually say when you were planning on coming. In Verona, I like to stay at the Hotel Verona - it's a block and a half from Piazza Bra where the old Roman colosseum, L'Arena, is and easy walking distance to the train station. It also has free wireless internet access. I stay there when I have an early flight out of the Verona airport, but it's a good spot for sightseeing too.

In Venice, I like to stay near Piazza San Marco. The Hotel San Moisè might meet your needs depending on when you're coming.
