Exit visa philippines?

let me explain i have been in the philippines for16 months on a tourist visa i have been extending visa every 2 months and after 16 months you have to leave the country, you can stay up to 2 years if you get permission from chief emigration officer, after anyone stays in philippines for 6 months you must have a exit clearance certificate to leave the country that is a fact, my question has been answered as i picked up my exit clearance certificate today from swagmans hotel manila they told me that i don't have to give thumb prints i just gave them 4 pics of myself so now i have cerificate with pic attached and sighed by emigration officer i have to hand it in at passport control at airport when i leave
