Can a tourist get a medical marijuana card in C.A?

Question

I'm going to California on vacation and I suffer from chronic insomnia. I spend most of the year in the Netherlands so it's easy for me to get medicine but $200's sounds pretty steep to get a Oz or two. I'm only gonna be there for a month. Just looking for friendly feedback like dispensaries with good quality and reasonable prices. I will be all over the state so any advice is helpful
