USA travel advice. A friend has just moved to Tuscon and so we are wanting to visit for a few days - what is?

the best option of seeing San Francisco and LA on the same trip? Any advice would be great i.e. cheap and decent hotels as well.

Be careful in big American cities. Most parts of the cities are safe, but all big American cities have bad parts where crime is terrible and criminals target foreigners, especially at night. I hope you will be with someone you know who is familiar with the city you are in so they can help you stay in the good parts.
But do come to America. If you are careful and watch your surroundings you will have a great time. If you have time, also go to Sedona, Arizona. It's a beautiful little town in a canyon.
A fun way to see the areas you asked about is by Amtrak trains. I've been on them and loved it.

    I think the best way to maximize your time in those cities would be to fly into San Fran, stay there a few days, fly down to LA and stay there, and then fly to Tucson and fly home from Tucson. Or the other way around. You could take trains or rent cars but they can be shockingly expensive. Inexpensive hotels can be found but SF and LA are 2 pretty darn expensive cities. Check the travel sites for a better idea of prices.

    You would have to fly, otherwise rent a car drive from Tuscon to LA is 6 hours then rent a car and drive from LA to San Francisco is another 7 hours. You would waste your entire trip driving (or sitting on a train like the other person said).
    Hotels are not very cheap in either of those cities but look on travel websites like Orbitz.com
