If you set up an offshore company you don't actually have to locate yourself in the place where you set up the company. In fact some of these jurisdictions such as Guernsey will only allow the company you incorporate to have tax free profits if the company is controlled from overseas.
There are 2 parts to this your personal taxation and the company rate. You only pay personal taxation when you realise it, ie you pay to yourself. Due to this somewhere like Ireland that taxes on a remittance basis may be better (unless you are Irish as this is for non-doms only).
Guernsey, Jersey and Sark all have housing restrictions. All of these places are really safe.
The best place depends on what type of business you do, how much you earn and how much you want to pay yourself.
