As the others have said, it's a bit of a trade-off between convenience and expense in the city centre - most of the sights are within or just off the Ringstrasse (the site of the old city walls, more or less followed on three sides by U-Bahn line U2), where most of the modern and relatively expensive hotels are likely to be found - though you can find some two-star hotels and pensions in this area. Alternatively, public transport is one of the cheaper things in Vienna - you can get a 24 hour ticket for €5.70, 48 hours for €10, 72 hours for €13.60 (single ride ticket costs €1.70), and you can use the U-Bahn to get into the centre in 5-10 minutes.

I personally prefer to stay in some of the older hotels near the Mariahilferstrasse or Westbahnhof areas (postal code 1070) which are convenient for U-Bahn line U3. Because they offer a mixture of sizes of rooms and facilities (baths, showers, en-suite toilets, or not) the older hotels tend to have a wider range of prices - the hotel I usually stay at, the Fuerstenhof on Neubaugurtel, which is practically opposite the Westbahnhof railway station is quoting prices for single rooms of 49 - 99 euros a night this year, depending on facilities and they give a 10% discount for email reservations.
You might like to compare prices and locations of some different places on the "Vienna Hotels Online" site

Enjoy your visit - the research I've done on this question has made me want to visit again! :)

Best option if you are looking for a good deal and a nice place located centrally in Vienna is to go to the tourist office either at the Airport or the Mainline Train station that's connected directly to the airport (vienna west if my memory serves me).
They have a list of approved b&b's that are available, good value and comfortable, and will be able to book you in by phone.
That's the way I've done it 3 times in Vienna and its worked out brilliantly every time for me.
Most of the major sightseeing is right in the centre of town in a mile square block, and there's not a lot of cheap accommodation there. However the public transport is cheap and reliable. You should get something decent within a mile of the centre without spending a fortune though.
Enjoy! It's a really lovely city!

You'll want to look for places near the Staatsoper (Opera) or St Stephens cathedral if you want to be close to all the sites. Most are within walking distance. But as the other poster says, the accommodations are also most expensive here. So you have to decide if it's better to have cheap accommodations and rely on public transportation to get to the center, or if you want to pay a little more to stay central but be able to walk everywhere
