Is the average temperatures of these South European cities hot or cold?

Andorra la vella (Andorra) 8°
San Marino (San Marino) 12°

and,
why have these cities these temperatures?

Cold... I wouldn't have said that about Andorra la Vella... o_O

on my iPod Touch it tells me it is CrAzY tempratures like 17ºC there -_- When I know it's not because there is Snow there until April... and they've had BAD snow this year...

It is telling me it is 5ºC there now (Which I can believe)

    Andorra is colder because it is up in the mountains. In the winter it is covered with snow (great skiing in Andorra), which brings down the average annual temperature. While it can get hot in the summer, the cold winters bring down the average
