During the initial stages of the war, yes he was. But, unlike Hitler, he soon realised his military limitations, and established the Soviet High Command - known as Stavka. This was probably the only place in the whole country where someone could disagree with Stalin - they could even raise their voice to him, and he would back down from a decision if a compelling argument could be put forward.
The Stavka was composed of some political people - Molotov, and Vorishilov, as well as two of the best generals of any side during the war - Marshals Zhukov and Timoshenko.
Was he a good commander - no, he wasn't too bad, but he was not a brilliant strategician, and he realised that he wasn't up to the job
