Does anyone recognise this book - non-fiction about aid to Africa, written by ex-ambassador to Tanzania.?

I read it a few years ago and want to recommend to a friend.

It was written by the Canadian ambassador to Tanzania during the 70s and 80s. He also worked in the Central African Republic. Also, he worked for the World Trade Organisation, and worked to arrange loans to third world countries. The book is about his experiences up until his retirement after about 30 years in Africa. He makes some really good points about Africa and ways to fix it.

But I can’t remember the title or author. I’ve tried Googling all the combinations of words I can remember, and checked out Amazon too. There’s just lots of books on the subject!

Can anyone tell me what it is?
