How can i create a Toshiba usb security access key for a toshiba equium A210?

Question

A power surge caused the password to be correupted so I need to reset it.

The password is a startup password so I can't run ANYTHING i.e. boot floppys, windows, etc.

I have tried EVERY alt password and have REMOVED the motherboard battery and unplugged the mains/battery.

SO I have tried ALL the basics so I need this usb key apparently but I need it for free if possible.
