Under the Veyron, there is a smoother covering that makes the car more aerodynamic...without that cover, all the little cracks and holes would just suck air in and produce drag.

Symbolic Motorcars has two Veyrons in their showroom. They're too low to see under, but they probably don't look as bad upside down as they do right side up.
