The Starhotels Savoia Excelsior seems to be the highest rated hotel in the area, I'd start there...

This is the site I use for booking hotels here in Italy. http://en.venere.com/. The only place I've stayed in Trieste is the Urban Hotel Design and I would gladly stay there again. It was a convenient location and very nice.
