Not usually, it would depend on the size of the conservatory, where you want to put it and if the house has been extended or altered before. But generally if it is of average size and at the back of the house there will be no problem especially if any of your your neighbours have one. You may need permission to move drains etc but this rarely necessary.
Like houses conservatory's cost very different amounts.
£2,000 for a basic DIY lean to on a slab base, £10,000 for a firm to do a half decent job including brick work and plaster. House I saw on telly last year had a £80,000 hand built wooden one, they spent £6,000 on blinds. Get three quotes and haggle.

I found the following site pretty useful:

    http://www.whatprice.co.uk/conservatory/

It provides a number of documents on costs for a conservatory - including people posting what it cost them.

Around £10k for a basic one to be built for you seems to be a rough guide.

And here is a 2nd site:

    http://www.conservatoriesonline.com/

Some of this is a few years old, but not too bad.

But the real answer appears to be.....it depends....on the quality, whether you build yourself, whether you have a simple flat piece of land to build on, what specifications you want etc. etc.
