How much would a decent Lancia Delta HF Integrale cost?

It is a dream car of mine and I want to start budgeting for one.

In the UK, anything from about £4000, which gets you a MOT'd runner, but not in great condition, up to about £12-£15000 for the very best in the country.
I'd set aside at least £8000 for a nice one that you can use, or keep as an investment.

I have seen decent 16v models at £15,000 and the 8v quite a bit cheaper.

I have seen them in the recent past go for $250,000 in full rallye trim. But since they outlawed the Grouppe B cars in the eighties, you could have acquired one for about $35-$40,000 back then.
