If you mean the House of Commons itself - ie the debating chamber you see on television - then no. If you mean the Palace of Westminster as a whole, which emcompasses a vast range of offices, committee rooms, restaurants, bars, etc; then yes. This is because when the anti-smoking legislation was passed, MPs made themselves exempt.
