What is the best freeware application for enhancing photos?

I'm after something that can do things like histogram equalization.

Try Photo Filtre .. it is a great free program. www.photofiltre.com

The GIMP would be your best bet, but it's pretty complicated to use.

You can also try Paint.NET, I use it for a really quick fix but the results aren't as good as the GIMP. It's easier to use though.

The GIMP will be most people's free choice - there is a portable version that requires no installation. Failing that, try Paint.net (requires .netframework 2.0) or Studioline Photo Basic
