Use a proxy server. These allow you to access the internet through a different IP to your own, located in a different country even. By using a proxy server located in, say, the US, you should be able to access YouTube and other banned sites in your country.
Use the link below to find a website with lists of servers, then go to Tools -> Internet Settings (if you use IE, else look up google for how to set proxty servers) Go to connections, click on your connection (if dialup) and click on Settings, or click on LAN settings if you're using broadband. In either, tick the box that says "Use a proxy server for this connection...", then copy the details of the server from the site below. You should then be able to access YouTube and most other banned sites.
