Can anyone tell me where i can find Free Electoral Roll Searching Sites i have tried but there is a charge for the ones i have found.

Try 192.com. It is free to use and you can also register and so long as you don't search too fast or often. it will remain free (it is something like 10 searches a day, so don't refresh the page).
Also, remember that, you can only search for those who are listed on the public list. If the privacy option was ticked on the electoral role then the person will not be listed on ANY website.
