Does any one know if error safe is a proper security device?

An icon has appeared on my desktop with apop up claiming I have29211 severe system errors andrequesting that I log on to register and fix.Does anyone out there know if this is genuine

It is fake, it is spyware that has infected your pc. Stop using internet explorer and switch to Firefox, its safer.
The Windows firewall doesn't stop malware on your pc from dialling out. Either of these firewalls are free for personal use and stop unwanted incoming and outgoing traffic. You choose which programs are allowed to access the internet. They are both fairly easy to use and updated regularly.
