OK, firstly, when you say an English girl, do you mean white girl? English or British is a nationality and I'm sure you know that many different colours of people can be English, as I'm sure your black friend was born and bred in England.
The white girl, is clearly a b**** and possibly racist. Racism is not tolerated in schools, even if white is the majority. The white girl is also committing a criminal offence and your friend is able to involve the police if she thinks incitement to racial hatred is taking place and its likely the white girl will receive a caution.
I would suggest that your friend who is Black (Pam is it?) needs to report this girl to teachers. Being bullied because of your colour or anyother reason is not acceptable. Your friend needs to report this and ensure that any other incidents are recorded and reported right away. She should also tell her parents and they should set up a meeting with the school right away and express their concerns.
The same sort of racial issue happened with my 13 year old niece and it got to the point where the police did get involved and gave this other girl a caution... my niece is a quarter white English, a quarter Asian and half Maltese, but looks white... and she was teased for the Asian part in her.... snide comments about people hating "curry".
Racism should not be tolerated and only by reporting such people and standing up to them can it be stamped out.
Try and be a friend to this girl and support her and stick up for her, that's all you can do.
