What percentage of the UK population currently has a passport?

So 70% of the UK would end up having their IDs up for sale potentially.
Wouldn't it be fairer if all existing passport holders had been asked if they would-in their right minds-mind their IDs being stored for government use and abuse, when they come to renew?
Also, is this where Charles Clarke(?) got his 80% from, rounded up from 70%?

According to the UKPS (United Kingdom Passport Service) there is the following data:

Fast facts
Total passports issued (as at end September 2004):
Adult: 40.86m (over last 10 years)
Child: 7.40m (over last five years)
Passport production:
2004: 6.05m
2003: 5.64m
2002: 5.58m
2001: 5.71m
2000: 5.15m
1999: 4.69m
Number of people holding passports (approximation as at end September 2004):
Adults: 35.16m
Children: 7.31m

Based on the number of passport holders at a total of 42.47m holders and the UK population being 59,834,300 (UK 2004 cencus) that makes about 71% of the UK population hold a passport.

(42.47/59.83) * 100 = 70.984 %

Diamond geezer, Charles Clarke: when's it going to dawn on him that this crap ID card businness is utter pap- and the Lords will just bounce it back again because it's so bad.
Are they all seriously drunk or glue sniffing or something in the Commons?
